Inspection of annual accounts of cogeneration plants

In accordance with Cabinet of Ministers Regulations No. 560 and No. 561, merchants are required to include in their annual reports, submitted by March 1st, data on the operation of stations owned by the merchant, and the sold useful or efficiently utilized thermal energy. This information is verified by an expert from the inspection institution.

SIA "LBRA" Inspection is a structural unit of SIA "LBRA" accredited by the Latvian National Accreditation Bureau (LATAK) under the European Union standard LVS EN ISO/IEC 17020:2013 "Conformity assessment. Requirements for different types of bodies performing inspection". It is accredited in the field of inspecting annual reports of cogeneration stations for the sold and efficiently used thermal energy, generated in the production of electricity by cogeneration using natural gas or renewable energy resources.

SIA "LBRA" Inspection experts conduct checks in the following areas:

  • Composition, volume, and quality of fuel used in stations in cogeneration mode;

  • Volume of self-consumption of electricity and thermal energy;

  • Number of operating hours per year of cogeneration equipment;

  • Volume of useful or efficiently used thermal energy delivered/sold to users;

  • Security of the information system used in the cogeneration equipment (if implemented).

The annual report audit of cogeneration stations is carried out once within a calendar year (after the reporting year) by March 1st. The inspector from the inspection institution provides an objective confirmation that all the thermal energy produced in the station during the previous calendar years has been used efficiently and corresponds to the volume of sold thermal energy stated in the annual report. Since April 2018, inspections are conducted using the Economics Ministry's specially developed electronic system at ener.gov.lv.

SIA "LBRA" Inspection conducts its work based on:

  • ISO/IEC 17020:2013 standards,

  • Management system documentation and procedures,

  • Internal regulations,

  • Cabinet of Ministers Regulations No. 560 and No. 561,

  • Guidelines for inspection by the Ministry of Economics and LATAK.
